审计局突出五大重心开展审计工作
2014年，审计局以党的十八大、十八届三中全会精神为引领，认真学习贯彻落实旗委十四届八次全委会议暨全旗经济和全市审计工作会议精神，紧紧围绕旗委、政府中心工作，突出“预算执行审计、经济责任审计、专项资金审计、政府投资审计、审计机关形象”五大主题，全面履行审计监督职责，充分发挥审
计在保障经济社会健康运行中的“免疫功能”和“公共财政卫士”的作用，为开创绿色乌审改革发展新局面作出新的贡献。
一是深化政府财政审计工作，构建财政审计大格局。认真梳理2014年本级财政资金的增长方式和支出结构，以全部政府性资金为主线，以构建财政审计一体化为思路，紧紧围绕财政“重点、热点、难点”问题，把今年急待解决、政府关心、人大关注的问题作为审计重点，把“三公经费”作为审计的重要内容，以多种审计形式相结合的方式，丰富财政审计的广度和深度。
二是深化领导干部经济责任审计工作，不断加强干部权力运行监督。以推动建立健全问责机制，引导领导干部树立科学发展观和正确的政绩观，促进领导干部守法、守纪、守规、尽责为目标，以“权力”和“责任”为主线，首先重点关注领导干部任职期间重大经济决策及执行效果、贯彻执行落实中央“八项规定”、执行财经法规、内部控制制度、国有资产资源管理和相关目标责任制落实情况、个人遵守廉政纪律等情况进行审计。其次理清责任界限，注重“权责对等”。坚持科学规范，实事求是的原则，把握责任界定的标准。再是深化结果运用。加强对经济责任审计中发现的普遍性、倾向性问题的综合分析研究，为领导干部监督管理工作提供支持，为组织部门全面考察、正确使用干部提供依据。
三是深化专项资金审计工作，强化“以民为本”的服务意识。关注政府在保障和改善民生方面的投入力度，深化对关系经济社会发展、涉及人民群众切身利益的环境、科技、医疗、教育、社会保障等公共领域专项资金的审计和审计调查。围绕专项资金的计划、管理、分配、使用等环节展开审计，揭露严重损失浪费或效益低下等问题，分析有关问题产生的原因及其可能产生的后果，从促进制度完善、促进政策执行到位的角度提出建设性建议。
四是深化政府投资项目审计工作，继续探索创新工作方法及程序。加强对政府投资项目的审计，实现对重大项目建设过程中的决策、规划、设计、招标、施工、监理等环节的全覆盖、全跟踪，把事前预防、事中控制和事后监督有机结合起来，及时发现问题，及时堵塞漏洞，减少损失浪费。通过完善政府投资审计工作，提高政府投资项目审计质量和审计效率，力求最大限度的节约投资建设成本，提高财政资金的使用效益。
五是深化严肃纪律，提升审计机关形象。按照“文明、热情、廉洁、严谨、团结、高效”的标准，严格执行各项规章制度，严肃工作纪律。构建上下左右，纵横交错的廉政监督体系，有效扩大廉政监督面，确保审计人员正确对待和依法行使职权，做到依法审计、文明审计、廉洁审计、和谐审计，始终维护审计机关的良好形象。
第五篇：审计工作经验交流
抓管理 重创新 求实效
认真开展绩效审计工作
**年是全省“绩效审计普及年”。我局在上级审计机关的正确指导下，进一步增强绩效审计理念，理清工作思路，注重管理，勇于创新，扎实推进绩效审计工作。**年完成绩效审计项目**个，其中独立型**个，结合型19个，元素型11个。共查出违规改变资金用途1529万元
、揭露损失浪费192万元、虚报冒领*万元、滞留闲置**万元；工程投资项目审计为政府节约资金1.4亿多元。我局编写的《市**年度新型农村合作医疗资金绩效审计案例》在全省绩效审计典型案例评比中获三等奖，有2篇绩效审计文书分别被市局评为优秀绩效审计报告和优秀绩效审计分析报告。我们的主要做法是：
一、 打基础，不断推进绩效审计管理的科学化
绩效审计是一项系统工程，目前刚刚起步，各方面的基础还很薄弱，因而我局首先立足于绩效审计的各项基础管理工作。
一是建立组织保障。我局于**年初成立了以一把手为组长的绩效审计工作领导小组、以分管副局长为组长的绩效审计攻关小组。领导小组定期召开会议部署绩效审计工作，攻关小组对典型绩效审计项目采取“审前评议实施方案、审中督查优化方案、审后研究成果转化”的方式，从组织保障上加强对绩效审计工作的领导和指导。
二是强化人员培训。主要采取了“同行交流、专题讲座、网络共享”等相结合的人员培训方式。近两年来组织审计人员利用冬训时间赴常熟等地学习绩效审计好的做法和经验，在局内开展了“兵教兵式”的绩效审计项目点评和交流，聘请有关专家上门开展绩效审计辅导讲座，等等。我们还在局域网上专门设立了绩效审计资料共享平台，为每位审计人员订阅了《绩效审计实务》、《市县绩效审计》等书籍供大家学习借鉴。一年来我局同志撰写了11篇绩效审计论文，其中2篇被编入扬州市绩效审计首届青年论坛论文集，并先后在《中国审计报》和《审计月刊》上发表。
三是整合人力资源。一方面，在外部人力资源的配备上，我局搜集了本市农业、社保、工程、环境、计算机等专业人才的信息，建立了绩效审计外部专家库，根据项目需求适时选择聘用；另一方面，在典型绩效审计项目的人员配备上，采取新老搭配、优势互补、强强联合的方式，搭建沟通协调能力强、开拓创新能力强、综合分析能力强、计算机应用能力强的“四强组合”型审计组，优先保证典型绩效项目的实施。四是制定考核机制。年初将绩效审计任务全部分解到各科室，按照《绩效审计工作考核办法》，层层签订目标责任状，并将考核结果与分管领导和各科科长目标责任直接挂钩，确保绩效审计工作成效。
二、 重创新，有效促进绩效审计实施的多样化
绩效审计没有现成的经验可供参考，我局立足实际，不断创新，主要在五个方面作了探索。
一是审计项目“精挑选”。我局分别以信函方式向四套班子领导和人大、政协代表，以邮件方式向各镇、各部门，以报纸、网站公告方式向社会公众征集绩效项目计划。同时，抓住财政资金这个龙头、政府为民办实事这个重点，广泛开展调研，通过“二上二下”对初选项目进行可行性研究，使绩效审计立项能够围绕中心、贴近民生。**年我局确定开展的新农合和民政资金两个典型绩效审计项目，均取得良好效果。
二是审计类型“巧结合”。采取多种审计类型相结合的“二合一”甚至“多合一”的“一揽子”绩效审计模式，使得各类型的审计结果互相支撑、互为应用，部门预算执行、财政收支、经济责任审计为绩效审计提供了合规合法性的审查基础，而绩效审计的结果，又使经济责任的界定和评价更加全面、更加客观。
三是审计思路“重扩展”。实践中，我们注重将审计视角从账本向业务资料、管理过程扩展；审计分析从简单的时段比对向跨部门的多维比对扩展；审计评价从合规合法评价向综合绩效评价扩展；审计结果从列示问题向分析原因后果、提出建设性意见扩展。如民政资金绩效审计，关注部门之间信息不共享的漏洞，将民政供养对象的人员信息与公安部门的户籍数据进行分析核对，查出了已死亡的民政供养对象领取民政资金100多万元的事实；通过将医疗救助人员信息与新农合、城镇职工、城镇居民医保人员信息的对比分析，发现超标准、超范围发放医疗救助金200多万元的问题。
四是审计方法“活运用”。绩效审计中大量运用了审阅、比较等一般审计方法，还根据各项目的特点使用了e-r模型（实体关系模型）及流程图法、专家评议法、机会成本测算等方法。如新农合绩效审计，特邀两名具有临床执业资格的医生，专门分析病例资料中用药结构的合理性及药量的恰当性，发现少数定点医院部分药品账实不符，以目录内用药调剂使用目录外药品，造成新农合资金损失的行为。通过分析构建门诊补偿的e-r模型，将审计思路迅速转化为流程图，仅抽查的3个镇就发现审计疑点24条，经逐一查
证，发现3个镇有7人多填多报获得补偿9000多元的问题。
五是评价标准“广收集”。由于绩效审计评价标准的不确定性，在审计实践中，我们除了以法律法规、部门和行业规章制度等政策评价标准为依据外，同时将地方政府的统计指标、财政指标等经济数据作为基本评价指标。另外，还根据项目的特点采取量身定制、专题设计评价标准的方式。如民政资
金绩效审计，通过自行设计 “平均每万人接受救助人次数”的指标，并对比各镇在该指标上的差异，揭示了部分镇由于政策宣传不到位影响资金社会效益的问题。
